DETROIT, MI (My TV20 News at 10) --- Governor Rick Snyder calls it a very sad day.
He's declared that a financial emergency exists in Detroit, a step necessary before an emergency manager can run the city.
Detroit has a chance to appeal this process and the outcome of a March 12th hearing will determine what happens next.
Governor Snyder has been talking to candidates to become emergency manager, but neither he nor his staff is ready to say who he might be considering.
