Highland Parks former emergency financial manager was ordered by a court to not travel out of the country. Arthur Blackwell’s travel request to Windsor Canada was denied by judge Robert LaRose of District Court 32 A.

The former financial manager wanted to cross the border to deal with foreclosure problems on Condos he owns in Canada. Blackwell, who’s accused of overpaying himself during his period as financial manager will be back in court on November 17th.
