Man Accused of Chaining Girl to Radiator, Cutting and Beating Her

A shocking story from Connecticut.

According to a report from the New Haven (Conn.) Register, a 45-year-old Connecticut man has been charged with second-degree assault and risk of injury to a minor for allegedly chaining his 9-year-old stepdaughter to a radiator and cutting and beating her.
