DETROIT, Mi. (My TV20 News at 10) --- Mayor Dave Bing announced new promotions and restructuring within the Detroit Police Department.

He hopes the promotions and restructuring will stabilize a shaken and demoralized department in the wake of scandal and disarray in the city.
