DETROIT (My TV 20 News at 10) - An appeals court ruled Tuesday that a lower court was correct in disqualifying Mike Duggan from the ballot in the race for mayor of Detroit. Duggan moved into the city from Livonia in April of 2012, and filed his candidacy paperwork slightly less than one year later. The appeals court agreed with the lower court, saying that that is a violation of the residency requirements for candidates, as laid out by the city charter.
