Review Team: Detroit Facing Financial Emergency

DETROIT (My TV 20 News at 10) - The financial review team found the city of Detroit in a financial crisis. The city is billions of dollars in debt and has not seen a surplus since 2004. Now Governor Snyder can either accept their recommendation or deny it.
