Deputies arrested a Plant City, Florida dog breeder on several charges connected to fraud and her business.

Investigators with the Florida Department of Agriculture say 29-year-old Kelly Davis-Bresser forged certificates of veterinarian inspection when selling a litter of seven puppies.

The veterinarian whose information she used says he was contacted by another veterinarian when one of the puppies was sick. That vet was trying to determine how the animal received a clean bill of health.

"One of the investigators showed me the certificate and she (Bresser-Davis) didn't even attempt to make the signature look like mine," Dr. Robert Maynard said.

Dr. Maynard says he has seen Davis-Bresser's animals in the past, but it has been at least two years.

Bresser-Davis is the owner of House of Blueticks. Her website says she sells and ships puppies to 48 states.

She is also charged with crimes related to her not keeping up-to-date records of sales.
